Yeah, both. Or, like... Other things or people that are easily recognizable. Sometimes animals. It can kind of be anything as long as it can translate into clothing.

Occasionally they will have wounds they want to cover, or demons or ghosts may have more unnatural features that are hidden as well. It's also a way for humans --or Heavenly Officials--to blend in, so they can enjoy the services the city has to offer without being known.

The ghosts of the city know the Xian Xian Yue officer as the second in service of Hua Chengzhu, and therefore, know what I do or say to be his word.
